MINUTES


Representative Carlos Mariani, Chair of the E-12 Education Committee, unofficially called the sixteenth meeting to order at 8:07 AM on Thursday, March 8, 2007, in the basement hearing room of the State Office Building.

A quorum not was present.

HF 984 (Norton)—a bill for an act relating to education; reimbursing student ACT and SAT university and college entrance test fees; appropriating money; proposing coding for new law in Minnesota Statutes, chapter 120B.

Rep. Norton presented HF 984.

Chair Mariani officially called the meeting to order at 8:13 AM. A quorum was present.

Chair Mariani moved that HF 984 be recommended to pass and re-referred the Committee on Finance, with a recommended re-referral to the K-12 Finance Division.

Chair Mariani moved the A07-0096 amendment. THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Chair Mariani moved an oral amendment to the A07-0096 amendment as follows:

Page 1, Line 5, delete "four" and insert "two."

THE MOTION PREVAILED. THE ORAL AMENDMENT WAS INCORPORATED, AND THE AMENDMENT WAS ADOPTED.

Questions and discussion followed.

Chair Mariani renewed his motion that HF 984, as amended, be recommended to pass and re-referred to the Committee on Finance, with a recommended re-referral to the K-12 Finance Division. THE MOTION PREVAILED.

HF 983 (Ward) -A bill for an act relating to education; establishing a three-year pilot project to transform high school education through academic and career-related curriculum developed jointly by college faculty, high school instructors, and business and industry advisors and offered through career academies at multiple high school locations throughout a designated region; appropriating money.

Rep. Ward moved that HF 983 be recommended to pass and re-referred to the Committee on Finance, with a recommended re-referral to the K-12 Finance Division.

Rep. Ward presented HF 983.

HF 808 (Tillberry) - A bill for an act related to education; providing for licensed student services personnel aid; appropriating money; proposing coding for new law in Minnesota Statutes, chapter 124D.

Rep. Tillberry moved that HF 808 be recommended to pass and re-referred to the Committee on Finance with a recommended re-referral to the K-12 Finance Division.

Rep. Tillberry moved the A07-0176 amendment. THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Rep. Tillberry presented HF 808, as amended.

Ms. Karen Lenertz, Revisor's Office, testified to the funding mechanism provided in HF 808, as amended.

Rep. Tillberry renewed his motion that HF 808, as amended, be recommended to pass and re-referred to the Committee on Finance with a recommended re-referral to the K-12 Finance Division. THE MOTION PREVAILED.

Rep. Ward moved that the minutes of March 6, 2007, be adopted.

Rep. Ward moved to amend the minutes of March 6, 2007 to reflect Rep. Abeler as present. THE MOTION PREVAILED. THE MINUTES, AS AMENDED, WERE ADOPTED.

HF 1559 (Dittrich)—A bill for an act relating to education; providing for master teacher training in economics and personal finance; appropriating money.

Rep. Dittrich moved that HF 1559 be recommended to pass and re-referred to the Committee on Finance, with a recommended re-referral to the K-12 Finance Division.

Rep. Dittrich presented HF 1559.

Rep. Dittrich renewed her motion that HF 1559 be recommended to pass and re-referred to the Committee on Finance, with a recommended re-referral to the K-12 Finance Division. THE MOTION PREVAILED.

HF 752 (Hornstein)—a bill for an act relating to education; establishing a three-year pilot program to provide high school students with career and college counseling; exploring data collection, accountability, and reporting system options to evaluate the impact of career and counseling programs on subsequent school and work choices of hifh school graduates; establishing a research consortium; appropriating money.

Rep. Hornstein moved that HF 752 be recommended to pass and re-referred to the Committee on Finance, with a recommended re-referral to the K-12 Finance Division.

Rep. Hornstein moved the H0752A1 amendment.

Rep. Mariani moved to orally amend H0752A1 as follows:

Page 1, line 10 insert "higher" before “education."

THE MOTION PREVAILED. THE ORAL AMENDMENT WAS INCORPORATED AND THE AMENDMENT WAS ADOPTED.

Rep. Hornstein presented HF 752.
