Representative Carlos Mariani, Chair of the E-12 Education Committee, unofficially called the twenty-second meeting to order at 8:05 AM on Thursday, March 22, 2007, in basement hearing room of the State Office Building.

HF 985 (Benson)— A bill for an act relating to education; extending rulemaking authority of the Board of School Administrators; amending Laws 2005, First Special Session chapter 5, article 2, section 81, as amended.

Chair Mariani officially called the meeting to order at 8:09 AM. A quorum was present.

Rep. Benson moved that HF 985 be recommended to pass and re-referred to the Committee on Finance, with a recommended re-referral to the K-12 Finance Division.

Rep. Ward moved the H0985A1 amendment.

HF 1642 (Peterson, A.)— A bill for an act relating to energy; increasing capacity of wind energy that a school board may own; amending Minnesota Statutes 2006, section 123B.02, subdivision 21.

Chair Mariani moved that HF 1642 be recommended to pass and be placed on the General Register.

Rep. A. Peterson presented HF 1642.

HF 1317 (Hornstein) -A bill for an act relating to education finance; measuring and reporting elementary and secondary class sizes; requiring an annual report; amending Minnesota Statutes 2006, section 120B.36, subdivision 1; proposing coding for new law in Minnesota Statutes, chapter 126C.

Rep. Hornstein moved that HF 1317 be recommended to pass and re-referred to the Committee on Finance, with a recommended re-referral to the K-12 Finance Division.

Rep. Hosch assumed the gavel at 8:32 AM.

HF 1852 (Abeler) -A bill for an act relating to education; requiring school districts to report student achievement of locally developed academic standards; amending Minnesota Statutes 2006, section 120B.11 subdivision 5.

Rep. Abeler moved that HF 1852 be recommended to pass and re-referred to the Committee on Finance, with a recommended re-referral to the K-12 Finance Division.

Rep. Davnie moved to orally amend 1852 as follows:

Page 1, Line 12, delete "description" and insert "evidence"

HF 744 (Mullery) - A bill for an act relating to education; granting employment leave for certain designated individuals to attend school conferences and activities; allowing a parent to consent to a significant individual participating in school conferences; amending Minnesota Statutes 2006, sections 13.32, by adding a subdivision; 181.9412, subdivision 1a, by adding subdivisions.

Chair Mariani moved that HF 744 be recommended to pass and re-referred to the Committee on Finance.

Rep. Mullery presented HF 744.

HF 1793 (Hilstrom) -A bill for an act relating to education; establishing a task force to compare federal and state special education requirements; appropriating money.

Rep. Greiling moved that HF 1793 be recommended to pass and re-referred to the Committee on Finance, with a recommended re-referral to the K-12 Finance Division.

Rep. Hilstrom presented HF 1793.

Page 1 Line 12 “and services to eligible students" and insert: “recommend which state laws and rules that exceed or expand upon minimal federal special education requirements for providing special education programs and services to eligible students should be amended to conform with minimum federal requirements"
Page line 16, after "districts," insert “special education teachers,"
Page 1, delete line 18
Page Delete Line 19, up to the period, and insert "and shall review the January 25, 2006 report prepared by the Minnesota Department of Education Office of Compliance and Assistance and the January 15, 1007, New IDEA Regulations report prepared by the Ratwick Roszak law firm."

THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.
