MINUTES


Representative Carlos Mariani, Chair of the E-12 Education Committee, called the twenty-fifth meeting to order at 8:05AM on Tuesday, February 19, 2008, in the Basement hearing room of the State Office Building.

The Committee Legislative Assistant noted the roll:

Rep. Welti presented an overview and explained the recommendations of the science teacher licensure by exam working group.

Rep. Greiling presented an overview and explained the recommendations of the four K-12 Finance working groups: Integration Revenue, School Trust Lands, School Construction, Education Finance Reform Task Force.

Rep. Erickson moved the minutes for February 14, 2008. THE MOTION PREVAILED. THE MINUTES WERE ADOPTED.

HF 2983 (Peterson, S) - A bill for an act relating to early childhood education; creating an Office of Early Childhood Education; directing the governor to appoint a director of early childhood education.

Rep. S. Peterson moved that HF 2983 be recommended to pass, and referred to the committee on Finance, with a recommended re-referral to the Early Childhood Learning Finance Division.

Rep. S. Peterson moved the H2983DE1 amendment. THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Questions and Discussion followed.

Rep. S. Peterson renewed her motion that HF 2983 be recommended to pass, as amended, and referred to the committee on Finance, with a recommended re-referral to the Early Childhood Learning Finance Division. THE MOTION PREVAILED.

Chair Mariani acknowledged high school pages in the audience.

HF 2185 (Lanning) - A bill relating to education; establishing a grant program to help communities promote, practice, and cultivate positive child and youth development; appropriating money.

Rep. Erickson moved that HF 2185 be recommended to passed and referred to the committee on Finance, with a recommended re-referral to the K-12 Finance Division.

Rep. Erickson moved the H2185DE1 amendment. THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Rep. Erickson moved the following oral amendment:

Page 1, Line 15 delete "ten" and insert "five"
Page 1, Line 19 delete "eight" and insert “at least four"

THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Rep. Erickson renewed her motion that HF 2185, as amended, be recommended to pass, and re-referred to the committee on Finance, with a recommended re-referral to the committee on K-12 Finance. THE MOTION PREVAILED.

HF 2984 (Slawik) - a bill for an act relating to early childhood education; modifying the school-age care program; amending Minnesota Statutes 2006, section 124D.19, subdivision 11.

Rep. Slawik moved that HF 2984 be recommended to pass and re-referred to the committee on Finance, with a recommended re-referral to the Early Childhood Learning Division.

Testifying on behalf of HF 2984 was:

Rep. Slawik renewed her motion that HF 2984 be recommended to pass and re-referred to the committee on Finance, with a recommended re-referral to the Early Childhood Learning Division. THE MOTION PREVAILED.

HF 2785 (Gardner)—A bill for an act relating to education; establishing a conflict of interest exception for certain school contracts for professional and other services; amending Minnesota Statutes 2006, section 471.88, subdivision 5.

Rep. Mariani moved that HF 2785 be recommended to pass and placed on the General Register.

Rep. Mariani moved the H2785DE1 amendment. THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Rep. Mariani moved the following oral amendment:

Page 1, Line 11, after the word “of" insert “disinterested"

THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Questions and Discussion followed.

Rep. Mariani renewed his motion that HF 2785, as amended, be recommended to pass and placed on the General Register. THE MOTION PREVAILED.

Rep. Mariani announced that there will be a joint K-12/E-12 Education hearing on Thursday at 2:15 in room 10 of the state office building, in addition to the regularly scheduled hearing on Thursday morning.

The meeting was adjourned at 9:27 AM.
