PROPERTY TAX RELIEF AND LOCAL SALES TAX DIVISION

MINUTES


Paul Marquart, Chair of the Division, called the meeting to order at 7:32 PM on April 23, 2008 in Room 10 of the State Office Building.

Committee Legislative Assistant Paul Cumings noted the roll.

Paul Marquart, Chair of the Division, welcomed all present to the Division Meeting.


Gary Carlson, with the League of Minnesota Cities, gave testimony about the Local Government Aid portion of the bill.


A quorum was present in 7:38 PM.


Steve Peterson, Policy Analyst for the Coalition of Greater Minnesota Cities, gave testimony about the Local Government Aid portion of the Property Tax Division. Louis Jambois, Executive Director of the Association of Metro Cities, gave testimony about the Local Government Aid portion of the Property Tax Division.


Representative Dittrich moves that HF1222 be recommended to pass and be re-referred to the Committee on Taxes.


Representative Loeffler moves that the author's delete everything amendment labeled H1222DE1 be adopted. THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Jan Callison, Mayor of the City of Minnetonka, testified about the provisions in the Property Tax Omnibus Bill. Dave Engstrom, Executive Director of the Minnesota Association of Small Cities, testified about the provisions in the Property Tax Omnibus Bill. Bob Benke, Director of Research and Advocacy Services for the North Metro Mayors Association, testified about the provisions in the Property Tax Omnibus Bill. Jennifer O’Rourke, Lobbyist for the League of Minnesota Cities, testified about the Property Tax Omnibus Bill. Louis Jambois, Executive Director for the Association of Metro Cities, testified about the provisions in the Property Tax Omnibus Bill. Keith Carlson, Executive Director for the Minnesota Inter-County Association, testified about the provisions in the Property Tax Omnibus Bill. Joe Mathews, Policy Analyst for the Association of Minnesota Counties, testified about the provisions of the bill. Tom Melchoir with Minnesota Department of Education testified about the provisions in the Property Tax Omnibus Bill. Gordon Folkman, Director of the Property Tax Division for the Minnesota Department of Revenue, testified about provisions in the Property Tax Omnibus Bill. Marty Schmit, Assessor with the Minnesota Association of Assessing Officers, testified about the provisions in the Property Tax Omnibus Bill. Tom May, Hennepin County Assessor and member of the Minnesota Association of Assessing Officers, testified about the provisions in the Property Tax Omnibus Bill. Marlowe Hamerston, Tax Chair for the Minnesota Senior Federation, testified about the provisions of the Property Tax Omnibus Bill. Nan Madden, Director of the Minnesota Budget Project, testified about the provisions in the Property Tax Omnibus Bill. Wayne Cox, Executive Director of Minnesota Citizen’s for Tax Justice, testified about the provisions in the Property Tax Omnibus Bill. Marcia Avner, Policy Director for the Minnesota Council of Non-profits, testified about the provisions in the Property Tax Omnibus Bill. Bradley Peterson, Lobbyist for the Association of Utility Cities, testified about the provisions in the Property Tax Omnibus Bill. Bob Hill, Lawyer, testified about the provisions in the Property Tax Omnibus Bill. Joe Rheinberger, Representative for Xcel Energy, testified in favor of the bill. John Raplinger, Vice President of the AFL/CIO Retiree Council, testified about the provisions in the Property Tax Omnibus Bill. Rob Vanasek, Lobbyist for the Minnesota Association of Assessing Officers, testified about the provisions in the Property Tax Omnibus Bill.


Representative Lanning moved the amendment labeled A2362 be adopted. Representative Lanning asked for a Roll Call vote on the A2362 amendment. The Roll Call on A2362 is as follows:

Representative Dittrich renewed her motion that HF1222 be recommended to pass, as amended, and be re-referred to the Committee on Taxes. THE MOTION PREVAILED. THE BILL BEEN RECOMMENDED TO PASS, AS AMENDED, AND HAS BEEN RE-REFERRED TO THE COMMITTEE ON TAXES.


Representative Marquart, Chair of the Division, moved the approval of the Minutes for April 21, 2008. THE MOTION PREVAILED. THE MINUTES WERE ADOPTED.


Representative Marquart, Chair of the Division, adjourned the meeting at 10:23 PM.
