MINUTES


Representative Mindy Greiling, Chair of the Committee, called the meeting to order at 2:45PM on March 3, 2010, in Room 10 of the State Office Building.

The Committee Legislative Assistant noted the roll.

A quorum was present.

Representative Anderson moved the minutes of March 2, 2010 be adopted.
THE MOTION PREVAILED.

HF2751 (Morgan) A bill for an act relating to education; allowing students who do not pass the reading and language arts GRAD to retake the test in paper-and-pencil format.

Representative Morgan moved HF2751 be laid over for possible inclusion in the Omnibus K-12 Education Finance Bill.

Representative Morgan offered H2751A1 as an amendment to HF2751.
THE AMENDMENT WAS ADOPTED.

Representative Morgan, Matthew Mohs, Acting Chief Accountability Officer, St. Paul Public Schools, Randy Clegg, Superintendent, Burnsville Public Schools, and Bruce Morrisette, Assistant Principal, Burnsville Public Schools, testified.

Public testimony on HF2751, as amended, was provided by the following individuals:
Dirk Mattson, Director of Research and Assessment, Minnesota Department of Education

Representative Morgan renewed his motion that HF2751, as amended, be laid over for possible inclusion in the Omnibus K-12 Education Finance Bill.

HF2880 (Kath) A bill for an act relating to education; amending requirement for GRAD retakes.

Representative Greiling moved HF2880 be laid over for possible inclusion in the Omnibus K-12 Education Finance Bill.

Representative Greiling offered H2880A1 as an amendment to HF2880.
THE AMENDMENT WAS ADOPTED.

Representative Greiling offered the following oral amendment to HF2880:
Page 4, line 16 strike "a minimum of" and insert "up to"
THE ORAL AMENDMENT WAS ADOPTED.

Public testimony on HF2880, as amended, was offered by the following individuals:
Dirk Mattson, Director of Research and Assessment, Minnesota Department of Education

Representative Greiling renewed her motion that HF2880, as amended, be laid over for possible inclusion in the Omnibus K-12 Education Finance Bill.


HF3123 (Morgan) A bill for an act relating to education finance; making the K-12 special education third-party billing process more cost effective.

Representative Morgan moved HF3123 be laid over for possible inclusion in the Omnibus K-12 Education Finance Bill.

Representative Morgan, Bob Vaadeland, Director of Special Education, Bemidji Area Schools, Kay Dole, District Program Coordinator, Minneapolis Public Schools, and Janet Lowe, Assistant Administrator, St. Paul Public Schools, testified.

Public testimony on HF3123 was offered by the following individuals:
Cecelia Dodge, Director of Special Education, St. Paul Public Schools

Representative Morgan renewed his motion that HF3123 be laid over for possible inclusion in the Omnibus K-12 Education Finance Bill
