MINUTES

Representative Beard, Chair of the Transportation Policy and Finance Committee, called the meeting to order at 1:05 P.M. on Friday, April 29, 2011, in Room 5 of the State Office Building.

The Committee Legislative Assistant noted the roll.

Representative Champion moved that the minutes from the committee meeting on April 27th, 2011, be approved. THE MOTION PREVAILED.

HF650 (Kieffer) Driver education and examination provisions regulated relating to carbon monoxide poisoning, and technical changes made.

Representative Kiel moved that HF650 be recommended to pass and re-referred to the Committee on Ways and Means.

Representative Kieffer presented HF650.

Representative Kiel renewed her motion that HF650 be recommended to pass and re-referred to the Committee on Ways and Means. THE MOTION PREVAILED.

HF1088 (Drazkowski) State agency natural disaster response provisions modified.

Representative Benson moved that HF1088 be recommended to pass and re-referred to the Committee on Ways and Means.

HF1345 was laid over for possible inclusion in the Omnibus Transportation Policy Bill.

HF1333 (Nelson) Transportation construction manager/general contractor contracts provided.

HF1333 was laid over for possible inclusion in the Omnibus Transportation Policy Bill.

HF1310 (Shimanski) Overweight vehicle permit provisions modified, provision governing medical waiver to operate commercial vehicle in intrastate commerce modified, obsolete language removed and clarifying changes made.

Representative Shimanksi moved that HF1310 be recommended to pass and re-referred to the Committee on Ways and Means.

Representative Shimanski moved the H1310DE1 amendment.

Representative Shimanksi presented the H1310DE1 amendment.

Representative Shimanksi moved to incorporate the H1310DE1 amendment. THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Representative Shimankski renewed his motion that HF1310 be recommended to pass, as amended, and re-referred to the Committee on Ways and Means. THE MOTION PREVAILED.

Representative Beard moved the H1068A7 amendment.

Representative Beard moved an oral amendment to the H1068A7 amendment as follows:
Page 1, line 5, delete "shall," insert "may,"
Page 1, line 8, delete the comma and everything after the comma and insert a period,
Page 1, delete line 9.

Representative Beard presented the H1068A7 amendment, as amended.

Representative Beard moved to incorporate the H1068A7 amendment, as amended. THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Representative Benson moved the H1068A2 amendment.

Representative Benson withdrew the H1068A2 amendment.

Representative Benson moved the H1068A4 amendment.

Representative Beard presented the H1068A4 amendment.

Representative Beard moved an oral amendment to H1068A4 as follows:
Page 1, line 12, delete "three" and insert "two."

Representative Beard moved to incorporate the oral amendment to the H1068A4 amendment. THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Representative Shimanski moved the H1068A8 amendment.

Representative Shimanksi presented the H1068A8 amendment.

Representative Hausman presented the H1068A1 amendment.

Representative Champion moved that HF1345 be adopted as an amendment to the H1068DE3 amendment. THE MOTION PREVAILED.

Representative Nelson moved that HF1333 be adopted, as amended, as an amendment to the H1068DE3 amendment. THE MOTION PREVAILED.

Representative Beard renewed his motion that HF1068 be recommended to pass, as amended, and re-referred to the Committee on Ways and Means. THE MOTION PREVAILED.
