ELECTIONS FINANCE AND POLICY MEETING MINUTES

Representative Mike Freiberg, Chair of the Committee on Elections Finance and Policy, called the meeting to order at 8:31am on January 11th, 2023, in Room 200 of the State Office Building.

The Committee Legislative Assistant noted the roll.

Representative Greenman moved that the minutes from January 4th, 2023 be adopted. THE MOTION PREVAILED.

Representative Kraft presented HF 0110, a bill for a bill for an act relating to elections; permitting individuals who are at least 16 years of age to preregister to vote; amending Minnesota Statutes 2022, sections 201.054, subdivisions 1, 2; 201.061, by adding a subdivision; 201.071, subdivision 1; 201.091, subdivision 4.

Chair Freiberg moved that HF 0110 be re-referred to the committee on Ways and Means

Representative Frazier presented HF 0028, a bill for an act relating to elections; restoring the right to vote to individuals convicted of a felony upon completion of any term of incarceration imposed and executed by a court for the offense; amending Minnesota Statutes 2022, sections 201.014, by adding a subdivision; 201.071, subdivision 1; 204C.10; 609.165, subdivision 1; proposing coding for new law in Minnesota Statutes, chapters 201; 243.

Chair Freiberg moved that HF 0028 be re-referred to the committee on Public Safety Finance and Policy
