ELECTIONS FINANCE AND POLICY MEETING MINUTES

Representative Mike Freiberg, Chair of the Committee on Elections Finance and Policy, called the meeting to order at 8:31am on March 1, 2023, in Room 200 of the State Office Building.

The Committee Legislative Assistant noted the roll.

A quorum was present.

Representative Davis moved that the minutes from February 28, 2023 be adopted. THE MOTION PREVAILED.

HF 535 (Frazier); School board authorized to renew expiring referendum.

Chair Freiberg moved that HF 535 be laid over for possible inclusion in an Elections Finance and Policy Committee omnibus bill.

Testifying on HF 535:
• John Vento, School Board Member, Robbinsdale Schools
• Matt Hillman, Superintendent, Northfield Public Schools

Chair Freiberg renewed the motion that HF 535 be laid over for possible inclusion in an Elections Finance and Policy Committee omnibus bill.

HF 789 (Becker-Finn); Elections; candidate permitted to request the candidate's residential address be classified as private data when the candidate has reasonable fear as to the safety of the candidate or the candidate's family.

Chair Freiberg moved that HF 789 be recommended to be placed on the General Register.

Chair Freiberg moved the H0789A1 amendment. THE MOTION PREVAILED, THE AMENDMENT WAS ADOPTED.

Testifying on HF 789, as amended:
• Nicole Freeman, Government Relations, Minnesota Secretary of State

Chair Freiberg renewed the motion that HF 789, as amended, be recommended to be placed on the General Register. THE MOTION PREVAILED.

Vice Chair Greenman assumed the gavel at 9:10am.

HF 1723 (Freiberg); Secretary of state funding provided, and money appropriated.

Chair Freiberg moved that HF 1723 be re-referred to the Committee on State and Local Government Finance and Policy.

• Steve Simon, Secretary of State, Minnesota

Chair Freiberg renewed the motion that HF 1723 be re-referred to the Committee on State and Local Government Finance and Policy. THE MOTION PREVAILED.

Chair Freiberg reassumed the gavel at 9:38am.

The meeting was adjourned at 9:38 AM.
