PUBLIC SAFETY FINANCE AND POLICY MINUTES

Representative Kelly Moller, Chair of the Public Safety Finance and Policy Committee, called the meeting to order at 10:31 AM on January 31, 2023, in Room 200 of the State Office Building.

The Committee Legislative Assistant noted the roll.

Representative Becker-Finn moved that the Committee minutes from January 26, 2023, be approved. THE MOTION PREVAILED.

Overview presentation of Minnesota Board of Peace Officer Standards and Training (MN POST Board) by Erik Misselt, Executive Director, MN POST Board.

HF 823 (Curran) Law enforcement agencies authorized to share criminal history background check data with Minnesota Board of Peace Officer Standards and Training.

Rep. Curran moved that HF 823 be re-referred to the Committee on Judiciary Finance and Civil Law.

Rep. Curran presented HF 823.

Rep. Curran renewed the motion that HF 823 re-referred to the Committee on Judiciary Finance and Civil Law. THE MOTION PREVAILED.

Rep. Curran moved that HF 822 be re-referred to the Committee on Judiciary Finance and Civil Law.

HF 745 (Tabke) Removal of ombudsperson only for just cause authorized.

Rep. Tabke moved that HF 745 be placed on the General Register.

Rep. Tabke presented HF 745.

Rep. Novotny moved the H0745A1 amendment.

Chair Moller renewed the motion for the H0745A1 amendment. THE MOTION DID NOT PREVAIL. THE AMENDMENT WAS NOT ADOPTED.

Rep. Tabke renewed the motion that HF 745 be placed on the General Register. THE MOTION PREVAILED.

HF 357 (Urdahl) Interstate Compact for Adult Supervision; reimbursement provided of transportation expenses incurred by counties.

Chair Moller moved to lay over HF 357.

Chair Moller moved the H0357A1 amendment.

Rep. Urdahl presented the H0357A1 amendment.

Chair Moller renewed the motion for the H0357A1 amendment. THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Rep. Urdahl presented HF 357, as amended.

Chair Moller laid over HF 357, as amended.
