PUBLIC SAFETY FINANCE AND POLICY COMMITTEE MINUTES

Representative Kelly Moller, Chair of the Public Safety Finance and Policy Committee, called the meeting to order at 10:30 AM on March 16, 2023, in Room 200 of the State Office Building.

The Committee Legislative Assistant noted the roll.

Representative Curran moved that the minutes from March 15, 2023, be approved. THE MOTION PREVAILED.

HF 1278 (Pelowski) Disaster assistance contingency account funding provided, and money appropriated.

Chair Moller moved that HF 1278 be re-referred to the Committee on Ways and Means.

Rep. Pelowski presented HF 1278.

Chair Moller renewed the motion that HF 1278 be re-referred to the Committee on Ways and Means. THE MOTION PREVAILED.

HF 2023 (Long) Clean Slate Act established, automatic expungement process provided for offenders, waiting periods modified for expungements that require petition, offenses that are eligible for expungement amended, records received and retained by Bureau of Criminal Apprehension modified, creation of database required, data classified, and money appropriated.

Chair Moller moved that HF 2023 be re-referred to the Committee on Ways and Means.

Chair Moller moved the H2023A6 amendment. THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Chair Moller moved the H2023A7 amendment. THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.
Rep. Becker-Finn moved the H2023A8 amendment. THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Rep. Long presented HF 2023, as amended.

The Minnesota Department of Public Safety gave a budget presentation.

HF 2678 (Kraft) Fire safety account fee assessed to homeowner insurance policies modified.

Chair Moller moved to lay over HF 2678.

Chair Moller moved the H2678A1 amendment. THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.
