ELECTIONS FINANCE AND GOVERNMENT OPERATIONS COMMITTEE MINUTES

Representative Mike Freiberg, Co-Chair of the Elections Finance and Government Operations Committee, called the meeting to order at 1:00 PM on March 4th, 2026, in Room G23 of the Capitol Building.

The clerk noted the roll.

Representative McDonald moved that the minutes from March 2nd, 2026, be adopted. THE MOTION PREVAILED.

HF 3884 (Lee) Tribal governments made eligible recipients of Metropolitan Council grant programs, and technical changes made.

Representative Freiberg brought HF 3884 before the committee.

Representative Lee presented HF 3884.

HF 3881 (Virnig) Small business contracting requirements modified, report to the legislature on compliance required, and compliance plan requirements for certain public contracts over a threshold amount repealed.

Representative Quam moved the H3363A12 amendment to H3363A4. THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Representative Lee renewed the motion that the H3363A4 amendment, as amended, to HF3363, as amended, be adopted. THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Representative Freiberg moved the H3363A5 amendment to HF 3363, as amended. THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Representative Freiberg moved the H3363A9 amendment to HF 3363, as amended. THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Representative Quam moved the H3363A13 amendment to HF 3363, as amended. THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Representative Quam moved the H3363A14 amendment to HF 3363, as amended.

Representative Lee renewed the motion that the H3363A14 amendment to HF 3363, as amended, be adopted. THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.
