ELECTIONS FINANCE AND GOVERNMENT OPERATIONS COMMITTEE MINUTES
Representative Mike Freiberg, Co-Chair of the Elections Finance and Government Operations Committee, called the meeting to order at 1:02 PM on March 11th, 2026, in Room G23 of the Capitol Building.
The clerk noted the roll.

HF 4077 (Greenman) Prohibiting municipalities from entering into nondisclosure agreements.
Representative Freiberg brought HF 4077 before the committee.
Representative Greenman moved that HF 4077 be placed on the General Register.
Representative Greenman moved the H4077A1 amendment to HF 4077. THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.
Representative Coulter moved the H4077A2 amendment to HF 4077. THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.
Representative Greenman presented HF 4077, as amended.

Representative Freiberg brought HF 3798 before the committee.
Representative Virnig moved an oral amendment to HF 3798 as follows:
On Line 5.21, delete “2025” and insert “2026”.
THE MOTION PREVAILED. THE ORAL AMENDMENT WAS ADOPTED.
Representative Virnig presented HF 3798, as amended.
