PUBLIC SAFETY FINANCE & POLICY COMMITTEE

MINUTES

Representative Paul Novotny, Chair of the Public Safety Finance & Policy Committee, called the meeting to order at 3:00 PM on April 9, 2025, in Room 120 of the State Capitol Building.

The Committee Legislative Assistant noted the roll.

A quorum was present.

Representative Repinski moved to approve the minutes of April 8, 2025. THE MOTION PREVAILED.

HF 2432 (Novotny) Protection from report of fictitious emergency extended to all state or local correctional employees; Tribal Nation access and use of community supervisions services subsidy clarified; post-incarceration supervision provisions codified; obsolete administrative rules repealed; various other public safety, judiciary, and corrections provisions modified; and money appropriated.

Chair Moller moved HF 2432 before the committee.

Chair Novotny moved HF 2432 DE2 amendment before the committee.

Chair Novotny moved the A1 amendment to the DE2 amendment. THE AMENDMENT WAS ADOPTED.

Representative Johnson moved the A2 amendment to the DE2 amendment before the committee.

Representative Johnson presented the A2 amendment to the DE2 amendment before the committee. THE AMENDMENT WAS ADOPTED.

Representative Feist moved the A3 amendment to the DE2 amendment before the committee.

Representative Feist presented the A3 amendment to the DE2 amendment. THE AMENDMENT WAS ADOPTED.

Chair Moller moved the A5 amendment to the DE2 amendment before the committee.


Chair Moller presented the A5 amendment to the DE2 amendment. THE AMENDMENT WAS ADOPTED.

Representative Novotny moved the A6 amendment to the DE2 amendment before the committee.

Representative Novotny presented the A6 amendment to the DE2 amendment. THE AMENDMENT WAS ADOPTED.

Chair Novotny moved the DE2 amendment, as amended. THE MOTION PREVAILED AND THE AMENDMENT WAS ADOPTED AS AMENDED.

Chair Moller renewed the motion to re-refer HF 2432, as amended, to the Committee on Ways and Means. THE MOTION PREVAILED.

The meeting adjourned at 3:12 PM.

Note: A delete-all amendment that inserts the language of the House Public Safety Budget Bill and the budget spreadsheet been posted. House staff will do a walk-through of the bill and public testimony will be taken at the Tuesday, April 8 hearing.

The Committee will consider amendments, hold member discussion and pass the bill out of committee at the Wednesday hearing. There will be no further opportunity for public testimony at Wednesday’s hearing.
