PUBLIC SAFETY FINANCE AND POLICY COMMITTEE MEETING MINUTES


Representative Paul Novotny, Chair of the Public Safety Finance and Policy Committee, called the meeting to order at 3:05 PM on February 25th, 2026, in Room 120 of the State Capitol Building.

The Committee Legislative Assistant noted the roll.

Representative Stier moved to approve the minutes of February 24, 2025. THE MOTION PREVAILED.

Representative Novotny moved HF 2358 before the committee with a recommendation that it is placed on the General Register.

HF 2358 (Van BinsBergen) Coercion crime causing great bodily harm or death of victim enhanced criminal penalties imposed.

Representative Van BinsBergen presented HF 2358.

Chair Novotny moved the DE1 Amendment. THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Chair Novotny renewed his motion to re-refer HF 2358 as amended to the General Register. THE MOTION PREVAILED.

HF 3496 (Harder) Inmates required to complete restitution payments before being placed on supervision abatement status.

Representative Harder moved HF 3496 before the committee.

Representative Harder presented HF 3498.

Representative Novotny laid over HF 3496.

HF 3504 (Duran) Crime of physically assaulting a hospital or clinic security officer established.

Representative Novotny moved HF 3504 before the committee with the recommendation the bill is re-referred to the Ways and Means Committee.

Representative Duran presented HF 3504.

Chair Novotny laid over HF 3504.

HF 2169 (Schwartz) Unintentional murder in the second degree offense modified to include cases involving violation of protective orders issued in additional jurisdictions.

Chair Novotny moved HF 2169 before the committee with the recommendation it is placed on the General Register.

Chair Novotny moved the A1 amendment before the committee. THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Representative Schwartz presented HF 2169, as amended.

Chair Novotny renewed the motion that HF 2169, as amended, be placed on the General Register. THE MOTION PREVAILED.

HF 3440 (Stier) Availability of funds appropriated for law enforcement use of force training extended.

Representative Stier moved HF 3440 be re-referred to the General Register.

Representative Stier presented HF 3440.

Representative Stier renewed his motion to re-refer HF 3440 to the General Register. THE MOTION PREVAILED.
