PUBLIC SAFETY FINANCE AND POLICY COMMITTEE MEETING MINUTES


Representative Kelly Moller, Chair of the Public Safety Finance and Policy Committee, called the meeting to order at 3:00 PM on March 10th, 2026, in Room 120 of the State Capitol Building.

The Committee Legislative Assistant noted the roll.

Representative Berg moved to approve the minutes of March 4th, 2025. THE MOTION PREVAILED.

HF3465 (Liebling) Enhanced penalties for theft from a vulnerable adult established.

Chair Moller moved that HF3465 be laid over.

Representative Liebling presented HF3465.

HF3782 (Moller) Disclosure of chemical irritants used in certain buildings required.

Vice Chair Feist assumed the gavel.

HF3946 (Moller) Definition of domestic abuse modified for purposes of obtaining an order for protection, law enforcement agencies required to report information in domestic abuse cases, authorizing certain arrests for suspected nonfelony domestic abuse, other domestic abuse provisions modified, and money appropriated.

Chair Moller moved that HF3946 be re-referred to the Judiciary Finance and Civil Law Committee.

HF2976 (Hollins) Mitigated departures provided for certain offenders who have been victims, presentence investigation reports required to include certain information, certain offenders who have been victims allowed to apply for a pardon or for clemency, and Minnesota Sentencing Guidelines Commission directed to include an additional mitigating factor.
