PUBLIC SAFETY FINANCE AND POLICY COMMITTEE MEETING MINUTES


Representative Paul Novotny, Chair of the Public Safety Finance and Policy Committee, called the meeting to order at 3:00 PM on March 11, 2026, in Room 120 of the State Capitol Building.

The Committee Legislative Assistant noted the roll.

Representative Moller moved to approve the minutes of March 10, 2026. THE MOTION PREVAILED.

HF 3489 (Bennett) Field trip policy established, reporting to licensing boards required, and criminal offense of grooming established.

Chair Novotny moved HF 3489 before the committee with the recommendation it be re-referred to the Committee on Children and Families Policy and Finance.

Chair Novotny moved the HF 3489 A3 amendment. THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Chair Bennett presented HF 3489, as amended.

Representative Witte assumed the chair at 3:21 p.m.

Representative Novotny moved HF 3990 before the committee with the recommendation that the bill be re-referred to the General Register.

Representative Novotny moved the HF 3990 A1 amendment. THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

HF 3826 (Witte) Definition of identity modified for purposes of identity theft crime, authority of financial crimes and fraud section of Bureau of Criminal Apprehension expanded, changes to administrative subpoenas made, and statutes of limitation altered.

Vice Chair Witte moved HF 3826 before the committee with the recommendation it be re-referred to the Committee on State Government Finance.

Vice Chair Witte moved HF 3826, as amended, before the committee. THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Vice Chair Witte renewed his motion that HF 3826 DE1 be re-referred to the Committee on State Government Finance. THE MOTION PREVAILED.

HF 3827 (Duran) Grants from the Bureau of Criminal Apprehension to local law enforcement clarified as reimbursements, law related to recording of crimes updated, process for determining how certain criminal records are ineligible for sealing established, and court required to provide order for protection for access by law enforcement.

Representative Duran moved HF 3827 before the committee with the recommendation it be re-referred to the Committee on Judiciary Finance and Civil Law.

Representative Hudson moved HF 3822 before the committee with the recommendation it be re-referred to the Committee on State Government Finance.

Chair Moller moved the HF 3822 A1 amendment before the committee.

Chair Moller withdrew the HF 3822 A1 amendment.

Representative Repinski moved HF 3825 before the committee with a recommendation it be re-referred to the Judiciary Finance and Civil Law Committee.
