As a part of its funding, a school district must adhere to a statewide general education aid calculation.
Under current statute, a district's general education aid equals its general education revenue — excluding operating capital revenue, equity revenue, local optional revenue and transition revenue — plus additional aid, including equity and operational, minus the student achievement levy and multiplied times the ratio of the amount of student achievement levy.
HF947, sponsored by Rep. Jenifer Loon (R-Eden Prairie), would eliminate the latter requirement to deduct the student achievement levy multiplied by the ratio of student achievement levy.
Passed 131-0 by the House Monday, it now heads to the Senate where Sen. Carla Nelson (R-Rochester) is the sponsor.
The student achievement levy was put into place in 2013 and allows a district to levy an amount not exceeding the student achievement rate times the adjusted net tax capacity of the district for the preceding year.
“This bill simply does some cleanup in statute,” Loon said.
