ELECTIONS FINANCE AND POLICY MEETING MINUTES

Representative Mike Freiberg, Chair of the Committee on Elections Finance and Policy, called the meeting to order at 8:30am on March 6, 2024, in Room 200 of the State Office Building.

The Committee Legislative Assistant noted the roll.

Representative Frederick moved that the minutes from February 14, 2023 be adopted. THE MOTION PREVAILED.

Representative Frederick moved that the minutes from February 21, 2024 be adopted. THE MOTION PREVAILED.

HF 4043 (Agbaje); A bill for an act relating to redistricting; requiring the allocation of certain incarcerated persons based on their last known address in Minnesota; requiring the Department of Corrections to collect the last residential address of an inmate before incarceration; proposing coding for new law in Minnesota Statutes, chapters 2; 241.

Representative Agbaje moved that HF 4043 be re-referred to the Committee on Judiciary Finance and Civil Law.

Representative Agbaje moved the H4043DE1 amendment. THE MOTION PREVAILED, THE AMENDMENT WAS ADOPTED.

HF 3527 (Greenman); A bill for an act relating to elections; establishing the Minnesota Voting Rights Act; making legislative findings; prohibiting certain actions by political subdivisions or other officials or entities with responsibilities related to election administration that result in voter suppression or vote dilution; establishing a civil cause of action for violations; requiring notice prior to a claim in certain cases; establishing remedies; amending Minnesota Statutes 2022, section 412.02, subdivision 6, by adding a subdivision; proposing coding for new law in Minnesota Statutes, chapter 200.

Representative Greenman moved that HF 3527 be re-referred to the Committee on Judiciary Finance and Civil Law.

Representative Greenman moved the H3527A3 amendment. THE MOTION PREVAILED, THE AMENDMENT WAS ADOPTED.
