PUBLIC SAFETY FINANCE AND POLICY COMMITTEE MEETING MINUTES

Representative Kelly Moller, Chair of the Committee on Public Safety Finance and Policy Committee, called the meeting to order at 10:32 AM on, March 22nd, 2024, in Room 200 of the State Office Building.

The Committee Legislative Assistant noted the roll.

Vice Chair Feist moved the minutes of March 21ST, 2024, be approved. THE MOTION PREVAILED.

HF 3614 (Moller) Statutory citation related to obscene or harassing telephone calls corrected, reference to minimum term of imprisonment clarified, organized retail theft clarified, statutory citation reference related to expungement corrected, and eligibility standard applicable to retroactive relief for persons convicted of aiding and abetting felony murder clarified. Public Safety Finance and Policy Committee Policy Bill.

Chair Moller moved that HF3614 be placed on the General Register.

Chair Moller moved the HFA24-0251 Amendment

Representative Becker-Finn moved the HF3614A2 Amendment to the HFA24-0251 Amendment. THE MOTION PREVAILED. THE AMENDMENT IS ADOPTED.

Representative Huot moved the HF3614A1 Amendment to the HFA24-0251 Amendment. THE MOTION PREVAILED. THE AMENDMENT IS ADOPTED.

Representative Tabke moved the HF3614A3 Amendment to the HFA24-0251 Amendment. THE MOTION PREVAILED. THE AMENDMENT IS ADOPTED.

Chair Moller moved the HF3614A4 Amendment to the HFA24-0251 Amendment. THE MOTION PREVAILED. THE AMENDMENT IS ADOPTED.

Representative Tabke moved the HF3614A5 Amendment to the HFA24-0251 Amendment. THE MOTION PREVAILED. THE AMENDMENT IS ADOPTED.

Chair Moller moved the HF3614A6 Amendment to the HFA24-0251 Amendment. THE MOTION PREVAILED. THE AMENDMENT IS ADOPTED.

Chair Moller moved the HF3614A7 Amendment to the HFA24-0251 Amendment. THE MOTION PREVAILED. THE AMENDMENT IS ADOPTED.

Lead Novotny moved the HF3614A8 Amendment to the HFA24-0251 Amendment. THE MOTION PREVAILED. THE AMENDMENT IS ADOPTED.

Lead Novotny moved the HF3614A9 Amendment to the HFA24-0251 Amendment.

Lead Novotny withdrew the HF3614A9 Amendment.

Lead Novotny offered an oral amendment to the HFA24-0251 Amendment as follows:

Page 60, Line 5, after the period, insert:
“This section does not prohibit peace officer training in responding to and the proper care of a person in crisis.”
THE MOTION PREVAILED. THE AMENDMENT IS ADOPTED.

Chair Moller renewed the HF3614A24-0251 Amendment as amended. THE MOTION PREVAILED. THE AMENDMENT IS ADOPTED.

Chair Moller presented HF3614 as amended.

Chair Moller renewed the motion that HF3614, as amended, be placed on the General Register. THE MOTION PREVAILED.
