MINUTES


Representative Joe Atkins, Chair of the Commerce and Labor Committee, called the meeting to order at 4:06 P.M. on March 13, 2007, in the Basement Hearing Room of the State Office Building.

The Committee Legislative Assistant noted the roll.

Representative Johnson moved that the minutes of, 2007 be adopted. THE MOTION PREVAILED.

HF 1190 (Nelson) Plumbing Council established.

Representative Atkins moved HF 1190.

Representative Zellers moved the HF1190A1 amendment. THE AMENDMENT WAS NOT ADOPTED.

Representative Atkins moved that HF 1190 be recommended to pass and referred to the Committee on Governmental Operations, Reform, Technology and Elections. THE MOTION PREVAILED.

HF 1283 (Nelson) Misrepresentation of employees as independent contractors prohibited, and review of certifications of independent contractor status required.

HF 1335 (Poppe) Real estate appraisers; consistent use of State Building Code's definition of a "story above grade" required.

Representative Atkins moved that HF 1335 be recommended to pass and sent to the Consent Calendar. THE MOTION PREVAILED.

HF 754 (Mullery) Plumbers licenses required statewide.

Representative Mullery moved HF 754.

HF 1336 (Mahoney) Council of High Pressure Piping Systems established, and fees required.

Representative Mahoney moved HF 1336.

Representative Mahoney testified on HF 1336.

Representative Berns moved the HF1336A1 amendment. THE AMENDMENT WAS NOT ADOPTED.

Representative Mahoney moved that HF 1336 be recommended to pass and re-referred to the Committee on Governmental Operations, Reform, Technology and Elections. THE MOTION PREVAILED.

HF 1208 (Mahoney) State Building Code modified, and construction code and licensing provisions modified and recodified.

Representative Mahoney moved HF 1208.

Representative Mahoney moved the A07-0239 amendment. THE AMENDMENT WAS ADOPTED.

Representative Mahoney moved the A07-0285 amendment. THE AMENDMENT WAS ADOPTED.

Representative Mahoney moved the H1208A2 amendment. THE AMENDMENT WAS ADOPTED.

Representative Knuth moved the A07-0294 amendment.

Representative Knuth moved to amend the A07-0294 amendment as follows: L 1.1 after "1208," delete "the first committee engrossment" and insert β€œthe delete all amendment (A07-0239)" and L 1.3 delete the number β€œ36" and insert the number β€œ35" THE AMENDMENT WAS INCORPORATED.

Representative Mahoney incorporated the A07-0294 amendment, as amended.

Representative Mahoney moved the A07-0285. THE AMENDMENT WAS ADOPTED.

Representative Mahoney moved the A3-12-07 amendment.

Representative Mahoney withdrew the A3-12-07 amendment.

Representative Atkins laid HF 1208 on the table.

HF 997 (Kahn) Off-sale wine licenses authorized for supermarkets.

Representative Atkins moved HF 997.

Representative Atkins moved that HF 997 over for possible inclusion in the omnibus liquor bill.

HF 1609 (Clark) Employee statements protected form employer retaliation, complaint procedures established, investigative jurisdiction specified, and civil penalties

Representative Atkins moved HF 1609.

Representative Atkins moved the H1609A2 amendment. THE AMENDMENT WAS ADOPTED.

Representative Atkins moved that HF 1609 be recommended to pass and re-referred to the Committee on Public Safety and Civil Justice. THE MOTION PREVAILED.

Representative Atkins recalled HF 1208 from the table.

Representative Mahoney moved to amend the A07-0285 amendment as follows: L 1.2 after "Page"
insert "48" and after "line" insert "27" L1.3 after "Sec." insert "59" THE AMENDMENT WAS ADOPTED.

Representative Mahoney moved that HF 1208, as amended, be recommended to pass and referred to the Committee on Finance. THE MOTION PREVAILED.
