Representative Holberg, Chair of the Ways and Means Committee, called the meeting to order at 8:00 A.M. on April 20, 2012, in Room 200 of the State Office Building.

The Committee Legislative Assistant noted the roll.

HF418 (Downey): Back Office Consolidation Act proposed; accounting, financial reporting, procurement, fleet services, human resources, and payroll functions centralized in the Department of Administration.

Representative Holberg officially called the meeting to order at 8:03 A.M. A quorum was present.

Representative Carlson moved to approve the minutes from the committee meeting on April 18, 2012 and the corrected minutes from the meetings on January 24, 2011 and March 23, 2011. THE MOTION PREVAILED.

Representative Downey moved HF 418 be recommended to pass and be placed on the General Register.

Representative Downey moved the H0418DE1 Amendment. THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Representative Downey renewed his motion that HF 418, as amended, be recommended to pass and be placed on the General Register. THE MOTION PREVAILED.

SF1597 (Dettmer): Veterans preferences in small business set-aside program, county set-aside programs, state procurement bids, state job recruitment and credits for examination ratings in hiring provisions modification; school district employees.

Representative Champion moved SF 1597 be recommended to pass and be placed on the General Register.

Representative Champion moved the S1597DE1 Amendment. THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

HF867 (Anderson, B.): Driving instruction permit provisions modified and clarified, and money appropriated.

Representative Anderson, B., moved HF 867 be recommended to pass and be placed on the General Register.

Representative Anderson, B., moved the A12-0834 Amendment.

Representative Anderson, B., incorporated the following oral amendment to the A12-0834 Amendment:

Page 2, line 19, after "(ii)," insert "subitem (B)"

Representative Anderson, B., moved the A12-0834 Amendment, as amended. THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Representative Anderson, B., renewed his motion that HF 867, as amended, be recommended to pass and be placed on the General Register. THE MOTION PREVAILED.

Representative Holberg removed HF 2685, as amended, from the table.

Representative Beard moved to orally amend HF 2685, as amended, as follows:

Delete sections 50 and 51

THE MOTION PREVAILED. THE ORAL AMENDMENT WAS ADOPTED.

Representative Beard moved to insert the language of HF 867, as amended by the A12-0834 Amendment, with the amendment incorporated on page 2, line 19, after "(ii)," insert "subitem (B)". THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Representative Beard renewed his motion that HF 2685, as amended, be recommended to pass and be placed on the General Register. THE MOTION PREVAILED.

Representative Holberg called a recess of the meeting at 9:03 A.M.

HF2860 (Cornish): Fire safety services money appropriated.

Representative Holberg moved HF 2860 for consideration by the committee.

Representative Holberg moved to remove the language of HF 867, as amended by the amended A12-0834 Amendment, from HF 2685. THE MOTION PREVAILED.

Representative Beard moved HF 2685, as amended, be recommended to pass and be placed on the General Register. THE MOTION PREVAILED.

HF1752 (Howes): St. Paul; Minnesota Telecenter Building renovation funding provided.

Representative Howes moved HF 1752 be recommended to pass and be placed on the General Register.

Representative Howes moved the H1752DE1 Amendment. THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

HF2967 (Holberg): Equalizing factors and threshold rates updated to reflect the changed adjusted net tax capacity tax base, and education and human services appropriations updated for changes reflected in the February forecast.

Representative Holberg moved HF 2967 be recommended to pass and be placed on the General Register.

Page 2, line 34, delete the new language
