ELECTIONS FINANCE AND POLICY MEETING MINUTES

Representative Mike Freiberg, Chair of the Committee on Elections Finance and Policy, called the meeting to order at 8:32am on January 18, 2023, in Room 200 of the State Office Building.

The Committee Legislative Assistant noted the roll.

A quorum was present.

Representative Torkelson moved that the minutes from January 11, 2023 be adopted. THE MOTION PREVAILED.

HF 117 (Stephenson); Political activities by foreign-influenced corporations prohibited, certification of compliance required, and candidates prohibited from accepting contributions.

Representative Stephenson moved that HF 117 be placed on the General Register.

Representative Stephenson moved the HF0117A1 amendment. THE MOTION PREVAILED, THE AMENDMENT WAS ADOPTED.

Representative Stephenson presented HF 117, as amended.

Testifying on HF 0117:

Representative Stephenson renewed his motion that HF 117, as amended, be placed on the General Register. THE MOTION PREVAILED.

HF 451 (Stephenson); Elections; ordering of candidates for partisan offices on state general election ballot requirements modified.

Representative Stephenson moved that HF 451 be placed on the General Register.

Representative Stephenson moved the HF0451A1 amendment. THE MOTION PREVAILED, THE AMENDMENT WAS ADOPTED.

Representative Stephenson presented HF 451, as amended.

Representative Stephenson renewed his motion that HF 451, as amended, be placed on the General Register. THE MOTION PREVAILED.

HF 205 (Bahner); Elections; prohibitions clarified on soliciting at or near a polling place.

Representative Bahner moved that HF 0205 be moved to the General Register

Representative Bahner moved the HF0205A3 amendment. THE MOTION PREVAILED, THE AMENDMENT WAS ADOPTED.

Representative Bahner presented HF 205, as amended.

Representative Bahner renewed her motion that HF 205, as amended, be placed on the General Register. THE MOTION PREVAILED.
