Suburban Solutions Caucus: Safer Communities Together Initiative

This week, I joined my colleagues in the Suburban Solutions Caucus to roll out our Safer Communities Together Initiative — a layered approach to safer schools and safer communities focused on early intervention, better information-sharing, and solutions that are already working in other states.

This plan is about being proactive, not reactive, and making sure our communities have the tools they need to stay safe.

PTE Tax Update

I’ve heard from a number of you asking about the status of the pass-through entity (PTE) tax, so I wanted to give a straightforward update on where things stand.

HF3127 is a piece of legislation that would extend the PTE tax, which was created as an option to the federal $10,000 SALT deduction cap.  This costs nothing to the State of Minnesota.  It allows qualifying businesses to pay state income tax at the entity level so owners can still fully deduct those taxes on their federal returns. As of now, that benefit expired for tax years beginning after December 31, 2025.

There is bipartisan support for extending it. Governor Walz, Senate Tax Chair Ann Rest, and Representative Greg Davids are all on board, and I’m a co-author on the bill as well.  This is a great start to re-ignite the business environment in Minnesota. 

The challenge right now is in the House. Tax Chair Aisha Gomez has not supported extending the PTE as a standalone policy. Last year, we attempted to include it in the House Tax Bill, but negotiations broke down when it was tied to political pet projects. 

At this point, it’s reasonable to assume there is still opposition from House leadership, but I also know there are members, especially in suburban districts, hearing from constituents who want this fixed. I’ll continue pushing to get this across the finish line.

 

Update on Highway 7

Many of you have also reached out regarding continued safety concerns on Highway 7 and the need for investments, repairs, and development. With almost 50,000 cars a day on that road and on average a crash every 3 days, I am looking for any and all options to help bring the resources we need to keep our communities and roads safe.  The other week I relayed these priorities to our congressional delegation in Washington. Education: Stopping Proposed Special Education Cuts (HF 4114)

I also want to highlight a priority I’ve been working on when it comes to education funding.

In the Governor’s supplemental budget, there’s a proposal to cut roughly $300 million from special education starting in 2027. Cutting the resources that so many students, educators and families need is not the right approach.

I’m working with colleagues to advance HF 4114, which removes that automatic cut and makes sure schools aren’t put in a position where they’re expected to absorb major funding losses down the road.  I am also chief authoring HF 57, a bipartisan bill, to expanding funding for special education learners. 

There’s no question reform is needed in special education funding, and that work will continue. But it should be done carefully and deliberately, not by putting cuts in place now and hoping the details get figured out later.
