Legislative Update

Dear Friends and Neighbors,

This session definitely had its share of bumps in the road—but I’m genuinely proud of the good work we got done, especially when it comes to the Legacy Omnibus bill.

As Co-Chair of the Legacy Committee, I set out with one goal: bring people together and craft a responsible, thoughtful bill that reflects what Minnesotans actually care about—clean water, healthy habitats, well-maintained parks and trails, vibrant arts, and preserving our shared cultural history. And we did it!

Now here’s the part that might surprise you: we got there with real bipartisan cooperation. Yes, it actually happened! Republicans and Democrats sat down, worked through our differences, and focused on what matters. I’m thankful to everyone—on both sides of the aisle—who came to the table in good faith to help make this happen.

From the Republican side, we fought hard for transparency and fiscal responsibility, and I’m happy to say those principles showed up in a big way in the final bill. Here are a few of the wins I’m especially proud of:

We cut back on earmarks and made sure more funds are awarded through competitive, merit-based grants—because taxpayer dollars should go where they’ll make the biggest impact, not where political favors land.

We added new accountability measures in Arts and Cultural Heritage funding—like requiring grant applicants to provide their IRS Form 990s to help prevent waste or misuse. And we stopped those funds from being used for massive capital construction projects that don’t belong in the arts budget.

And in final negotiations? We stood our ground. All the key reforms House Republicans secured earlier in the process made it into the final version of the bill.

All told, this bill is a big win for both the values we share and the accountability Minnesotans deserve.

Now, I’ll be honest—I wish I were telling you the session wrapped up on time. Like many of you, I’m frustrated that we’re heading into a special session, largely because the early part of the year wasn’t used as effectively as it could’ve been. But I’m not one to dwell. I’m hopeful that if we can bring the same collaborative spirit we had in the Legacy Committee, we can finish the rest of our work the right way.

At the end of the day, my focus hasn’t changed: show up, listen to my constituents, and push for smart, honest solutions that actually serve the people of Minnesota. Thanks for trusting me to do this work. I’ll keep at it—and keep you posted as we move forward.

Local Leaders, Real Conversations

1

I had such a great visit at the Capitol last week from some of our local all-stars—Meeker County Commissioner Steve Schmitt and Wright County Commissioners Tina Diedrick, Darek Vetsch, Jeanne Holland, Nadine Schoen, and Kirby Maynagh. What a crew! These are folks who don’t just talk the talk—they show up ready to work for the people they serve.

Our conversation was all about how we can lighten the load for Minnesota families and businesses. Rising costs and growing tax burdens are hitting everyone hard—and we all agree it’s time to get serious about smart, lasting solutions that give people a little breathing room.

It was encouraging to sit down with local leaders who get it. They’re in the trenches every day, hearing directly from the people we represent—and they’re just as committed as I am to finding real answers that work for Greater Minnesota.

We’re not interested in flashy gimmicks—we’re focused on common-sense steps that make life more affordable and sustainable in the long run.

So stay tuned—because with partners like these, I’m feeling pretty hopeful. Affordable living isn’t just a dream—it’s something we can achieve if we keep showing up and doing the work.

The Work Continues...

As the regular session comes to a close, I want to take a moment to thank you—your support and trust mean more than I can say. While I had hoped we’d be wrapping things up for good, we’ll be heading into a special session to finish the job. It’s not the outcome any of us wanted, but I’m committed to making the most of it.

I’ll keep doing what I’ve always done: fighting for smart, responsible solutions, standing up for our communities, and making sure your voice is heard at the Capitol. The work isn’t over—but I’m ready to roll up my sleeves and get it done.

Thanks again for allowing me to serve. Let’s finish strong!

All my best,

Rep. Joe McDonald
