Rep. O'Driscoll Legislative Update

As we have now finished the third week of the legislative session, committees are moving at a feverish pace to hear proposals and move them along. 

 

CRYPTOCURRENCY CRIMES

In our commerce committee, we recently discussed legislation that would approve regulations for cryptocurrency. We heard testimony that St. Cloud and other central Minnesota communities are seeing scam artists targeting elderly residents, convincing them to deposit money in cryptocurrency machines and send it to them. Safeguard discussion is now underway.

 

UPDATED STATE BUDGET FORECAST

Minnesota’s economic experts recently unveiled an updated budget forecast for the remainder of this biennium, showing a $3.7 billion surplus. But in the next budget cycle, expenses and inflation are outpacing expected revenue collections by roughly $3.4 billion. This means any spending lawmakers approve this year would grow the budget deficit in the next biennium.

 

90% OF AUTISM SERVICE CLAIMS MAY BE FRAUDULENT

That is the finding of a troubling report from Optum that only intensifies the fraud problem in this state. It also noted that in five years, the number of autism service providers billing the state grew from 41 to 328. Some lacked basic identifying information, such as no website or phone number, yet they still received taxpayer funds. Billing per recipient also rose 3,000% over five years.

 

Minnesotans have already lost at least $9 billion to fraud. Continued obstruction and lack of transparency only worsen the damage and erode public trust.

 

REINSURANCE BILL MOVES FORWARD

This week my bill that would extend Minnesota’s successful reinsurance program was heard in the House commerce committee. Reinsurance helps lower premium costs for those purchasing health insurance on the individual market – such as small business owners, early retirees, the unemployed, and those who do not have insurance through their employer.

 

Reinsurance was renewed in 2025 for two years and reduced individual market premium costs by 20%-36%. My bill would direct Minnesota to ask the federal government for a waiver under the Affordable Care Act to continue offering the program, and it is believed it will grant the waiver if we apply. If approved, reinsurance would be another tool future legislatures could use to help contain premium costs on the individual market.
