Heintzeman: Court Ruling is a Victory for the Constitution and the Second Amendment

ST. PAUL — Following a Ramsey County District Court ruling striking down the 2024 binary trigger ban as unconstitutional, State Representative Josh Heintzeman (R-Nisswa) issued the following statement:

“This is a big win for the Second Amendment and a long-anticipated decision on what has been well known to be corrupt legislating by Minnesota Democrats during the 2024 session. The Constitution is clear — lawmakers cannot stuff dozens of unrelated provisions into massive omnibus bills and call it governing. Monday’s decision is a reminder that the rule of law matters, and that even in politics, there are boundaries that must be respected."

The lawsuit was brought by the Minnesota Gun Owners Caucus, challenging the DFL’s 1,400-page 2024 omnibus bill as unconstitutional under the Minnesota Constitution’s single-subject rule. While only the binary trigger ban was struck down, Judge Leonardo Castro’s ruling strongly criticized the practice of bundling unrelated measures into sprawling omnibus bills.

The Walz administration has already announced plans to appeal the ruling.
