House Passes IT Modernization Bill Bringing End to Outdated “Blue/Green Screen” Tech

St. Paul, Minn. – Today, the Minnesota House passed legislation to modernize human services IT software that families, counties, Tribal Nations, and front line workers rely on every day. For decades Minnesotans have been forced to navigate aging “green screen” and “blue screen” systems built generations ago, systems that slow down services, frustrate workers, increase errors, and make it harder for people to access the support they need.

The bill creates a statewide Human Services Systems Modernization effort focused on replacing legacy systems like MAXIS and improving automation, interoperability, fraud prevention, applicant portals, and county technology infrastructure.

“This is about bringing Minnesota’s human services infrastructure into the 21st century,” said Mohamud Noor (DFL - Minneapolis) Co-Chair of the House Human Services Committee. “Our front line workers should not have to rely on systems older than many of the people they serve.”

The legislation establishes:

  • A Human Services Systems Modernization Fund
  • A Human Services Systems Modernization Advisory Council
  • A Legislative Commission on Human Services Systems
  • Investments in county and Tribal Nation technology systems
  • Modern applicant portals and automation tools
  • Fraud prevention and advanced analytics upgrades
  • Replacement of outdated MAXIS green screen infrastructure

The bill also prioritizes coordination across agencies, counties, and Tribal Nations to ensure modernization efforts are shared, interoperable, and centered on delivering better outcomes for Minnesotans.

“For too long, workers have been forced to spend valuable time navigating outdated systems instead of helping families and vulnerable Minnesotans,” Noor said. “Modernization means faster service delivery, fewer manual workarounds, stronger program integrity, and a better experience for both workers and the public. This is not just an IT upgrade. It is a transformation in how government delivers services to people.”?
