Rep. Stier Responds to Court Ruling on Unconstitutional Omnibus Bill
ST. PAUL, MN – Representative Terry Stier (R - Belle Plaine) released the following statement after a Ramsey County District Court struck down a portion of the 2024 omnibus bill for violating Minnesota’s constitutional single-subject rule:
“This ruling is a clear reminder of why our Constitution requires single-subject bills. Massive omnibus bills, like the one passed last year, are a blatant example of government overstepping its authority and trampling on the rights of the people it is meant to serve. Minnesotans deserve transparency and accountability, not thousand-page bills rushed through in the final hours of session with unrelated provisions stuffed inside.
While only the binary trigger ban was struck down, the court’s strong language highlights just how far the Legislature has strayed from its constitutional duty. This is about more than one policy issue — it’s about restoring integrity to the legislative process. Moving forward, I will continue to push for single-subject legislation so that every bill stands on its own and Minnesotans can have confidence in how their laws are made.”
The case was brought forward by the Minnesota Gun Owners Caucus, and while Judge Castro struck down only the binary trigger ban, his opinion leaves the door open for further challenges to the sprawling 1,400-page bill.
