Starting Line: Would permits increase safety along urban bicycle lanes?

There are different urban paths and trails you can get out and enjoy on your bike. Using the urban lanes is a nice option for people riding around town, but how would you feel about having to get a permit to ride your bike in this area?

This week on "Starting Line" we learn more about HF499. Sponsored by Rep. Duane Quam (R-Byron), the bill would establish an urban bicycle lane permit and a bicycle safety education program.
