MINUTES


Representative Karen Clark, Chair, called the twenty-fifth meeting to order at 10:43 a.m. on Tuesday, April 14, 2009 in the Basement Hearing Room of the State Office Building.

The Committee Legislative Assistant noted the roll.

A quorum was present.



Chair Clark moved that HF 2150 (Clark), Health and human services agency funding provided, and money appropriated, be returned to the Committee on Finance.

Chair Clark moved an amendment to HF 2150 (See attached amendment H2150DE3). THE MOTION PREVAILED AND THE AMENDMENT WAS ADOPTED.

Chair Clark moved an amendment to HF 2150 as amended (See attached amendment H2150A36). THE MOTION PREVAILED AND THE AMENDMENT WAS ADOPTED.

Representative Morgan moved an amendment to HF 2150 as amended (See attached amendment A09-0380). THE MOTION PREVAILED AND THE AMENDMENT WAS ADOPTED.

Chair Clark moved an amendment to HF 2150 as amended (See attached amendment H2150A5). THE MOTION PREVAILED AND THE AMENDMENT WAS ADOPTED.

Representative Rosenthal moved an amendment to HF 2150 as amended (See attached amendment H2150A9). THE MOTION PREVAILED AND THE AMENDMENT WAS ADOPTED.

Representative Hayden moved an amendment to HF 2150 as amended (See attached amendment H2150A11).

Representative Hayden moved an amendment to the amendment. (See attached amendment H2150A43).

Representative Hayden renewed the motion that the H2150A43 amendment be adopted. THE MOTION PREVAILED AND THE AMENDMENT TO THE AMENDMENT WAS ADOPTED.

Representative Hayden renewed the motion that the H2150A11 amendment as amended be adopted. THE MOTION PREVAILED AND THE AMENDMENT WAS ADOPTED.

Representative Rosenthal moved an amendment to HF 2150 as amended (See attached amendment H2150A19). THE MOTION PREVAILED AND THE AMENDMENT WAS ADOPTED.

Chair Clark moved an amendment to HF 2150 as amended (See attached amendment H2150A30).

Testified on the amendment:

Mary Manning, MN Department of Health

Chair Clark renewed the motion that the H2150A30 amendment be adopted.

Representative Severson requested a division vote. The results were 8 Ayes and 5 Nyes. THE MOTION PREVAILED AND THE AMENDMENT WAS ADOPTED.

Representative Severson moved an amendment to HF 2150 as amended (See attached amendment H2150A23).

Representative Severson renewed the motion that the H2150A23 amendment be adopted.

Representative Severson requested a roll-call vote. The results were as follows:
