Legislative Update – March 20, 2026

Dear Neighbors – 

March is always a rollercoaster but the forecast looks good for this weekend and I hope you are able to get outside and take advantage of the sunshine. After some false starts and a bunch of snow -- it seems like spring may finally arrive!

At the Capitol, DFLers have been busy trying to advance our agenda to prevent gun violence, unrig our economy, stop the fraud targeting our government programs, and continue to respond to the harm that ICE and federal occupation has inflicted on our communities. We’ve been using all our committee time in this tied House to put forward our vision for Minnesota: putting power back in the hands of the people in our economy and our democracy. 

Today, I want to highlight a few of the bills I’ve presented in the past couple of weeks. You can always find a full list of bills I’ve authored, and co-authored, on the House website. 

 

Banning Surveillance Pricing and Wage Discrimination

Right now, big tech companies are gobbling up all the information they can find on us, and investing billions into AI pricing technology to charge us more. They are using the data to determine how much we are each willing to pay and then using technology to set a personal price for you that’s different from your neighbor.

It’s called surveillance pricing, and unfortunately, it’s not hypothetical, it’s happening right now. On earnings calls, they call it the “pricing revolution, ” but this revolution is being driven by and for the benefit of big tech, wall-street middlemen, and the retail giants - not the public, consumers, or small businesses. 

Long story short - it’s time for us to act before this “pricing revolution" leaves big tech in charge of prices and Minnesota consumers with less power and paying more. 

That’s why I authored a bill banning the practice of surveillance-based price discrimination, and presented it in the House Commerce Committee. This is a chance to act together to protect consumers from being ripped off and put some power back in the hands of Minnesotans, and I’ll continue to fight for this bill.

 

Corporate Power Reset Act

There’s one thing that almost every American, across the political spectrum, can agree on – there’s too much money in politics. Voters see how corporations spend infinite amounts of money to influence elections and try to rig the rules in their favor. It erodes our democracy, it’s unfair, and it’s long past time we acted. 

The good news is that states have the power to take action to eliminate corporate and the dark money from our politics. While we still need an amendment to the U.S. Constitution to reverse undo the Citizens United catastrophe -- states have the power right now to ensure that corporations are chartered without the power to spend in elections in the first place. 

It’s clear our voters don’t want corporations flooding our elections with their cash, so I wrote a bill that takes that power away from artificial entities like corporations. You can watch my comments in committee here.

The fact is that people are born with inalienable rights, but corporations are not born, they’re built and created by state law. State law decides what powers they have to fulfill their function - and we have the power to decide that political spending isn’t one of them.

I presented this bill in the Commerce Committee last week and the business lobby was the only group that showed up in opposition. Unfortunately, every single Republican voted with the business lobby and against this bill. But the bill is moving in the State Senate and I’m working to find other paths forward for this proposal, because we can’t wait any longer when it comes to solving the problem of dark money in our politics. Minnesotans deserve better.

 

Ratepayer Protection Bill

In the Energy Committee, I presented a bill based on a simple idea: public utility executives shouldn’t be using the money you pay every month for electricity and natural gas to pad their personal wealth.

Greenman Rate Recovery Bill

Customers pay for utility services, not excessive executive compensation packages.  My bill would prohibit public utilities from using money recovered from ratepayers to compensate their top 10 highest paid officers, or anyone who makes more than the governor’s salary of about $175,000

Rest assured these executives won’t struggle to pay for utilities or groceries if this bill passes. The CEO of Xcel made $13 million in 2024. The rest of the C-Suite made between $2.5 and 4 million. But for the Minnesotans who are struggling, this bill would help them afford their utilities and their lives. 

In another example of siding with the wealthy over working Minnesotans, Republicans voted my proposal down, but I’ll keep bringing bills like this forward to unrig our economy.
