Chair Robbins Statement on Fraud Arrests

Friday, October 30, 2026

STATEMENT

State Representative Kristin Robbins (R-Maple Grove), chair of the Minnesota House Fraud Prevention and State Agency Oversight Policy Committee, issued the following statement after the federal government announced four people accused of defrauding healthcare programs were arrested in Minnesota on Thursday.

“Today’s announcement is complete validation of the work our House Fraud Prevention Committee completed over the past two years. For example, in September 2025, we held the first hearing on fraud in the Integrate Community Services (ICS) program and our whistleblower specifically testified about fraud at American Home Healthcare. We shared the findings from our hearing with our federal partners last fall and the owner of American Home Healthcare, Jama Mohamod, was arrested yesterday. DHS had ignored the whistleblower’s complaint for a year, and action was only taken after our staff visited him in August 2025, collected documents proving the fraud, and invited him to testify at our next hearing. In addition, according to the charging documents, the fraud stopped the same month that we held the hearing, and they reference our whistleblower as “CP.”

Yesterday’s raids also included a questionable autism center in Edina that our fraud staff learned about and visited earlier this year. Further, much of the information discussed today was entirely included in the ICS and Housing Stabilization (HSS) sections of the House Fraud Prevention Committee’s Majority Report, which was made public in May, 2026.

These indictments and arrests are proof that government is capable of cracking down on fraud if it takes whistleblowers’ claims seriously and pursues the truth vigorously. We thank the FBI, the U.S. Attorney’s Office for the District of Minnesota, CMS, the Department of Treasury and other federal partners for working with us. We look forward to the accused being brought to justice.”
