Retirement; various provisions modified relating to retirement plans, benefits and contributions, vesting, computing annuities, postretirement adjustments, disability, early retirement, survivor benefits, new judges, existing judges, MSRS and PERA, Teachers Retirement Association, Duluth and St. Paul Teachers Retirement Fund Associations, and salary and payroll assumptions.

(Kelly) - Emissions reduction-rate rider modified for projects, and commissioner of commerce required to make assessments to fund clean energy resource teams.

SF1589/HF1184 (Murphy, M.) Omnibus State Government Finance and Veterans Affairs bill. **NOTE: There will be a delete-all to SF 1589 which will consist of the text of HF 1184, 2nd engrossment.**
HF1183 (Kahn) Omnibus Legacy bill
NOTE: We will be hearing SF1589/HF1184 (Murphy, M.) and HF 1183 (Kahn) in order to satisfy House Rule 4.14 which states, "a bill or amendment that proposes to have a memorial placed in the Capitol area must be referred to the Committee on Rules and Legislative Administration."
Typically, the rules committee operates under a 24-hour rule for amendments, however the rule is waived for SF1589/HF1184 (Murphy, M) and HF 1183 (Kahn).
(Hilstrom) - Bullion coin dealers regulated, registration required, conduct prohibited; and enforcement authority, civil, and criminal penalties provided.
(Hortman) - State energy conservation policies provided.
(Abeler) - Hospitals sold or transferred to an out-of-state entity's charitable assets received from the state must be returned to the general fund.
(Atkins) - University of Minnesota Hospitals transfer to a non-Minnesota entity prohibited.
(Atkins) - University of Minnesota Hospitals ownership and control required to be exercised by the University of Minnesota or a Minnesota nonprofit.
HF1765 (Nelson) Labor peace agreements required for receipt of public funds - will be added to the agenda pending re-referral from Rules, after it is heard in Labor, Workplace and Regulated Industries.
(Fischer) - Legislative Water Commission created, powers and duties prescribed, and legislative appointments provided.
(Hornstein) - Metropolitan area joint powers board amended, sales tax imposed, and allocation of funds provided.
(Kahn) - Mississippi River Corridor Critical Area provisions modified.
(Mullery) - Child care provisions modified; family child care disinfection and infant sleep supervision requirements established; and training requirements modified for family child care providers, child care centers, foster care providers, and chemical dependency programs.
HF1780 (Huntley) Health and human services data practice provisions modified; community first services and supports and Northstar Care for Children established; vital records, suspected maltreatment reporting, child custody, background studies, program integrity, waiver provider standards and fraud investigation provisions modified; home care providers and alkaline hydrolysis facilities licensed; penalties, advisory council, and state-based risk adjustment system assessment established.
HF338 (Bly) Eminent domain provisions modified with respect to electric power utilities, and property rights ombudsman established.
HF1756 (Holberg) Safe at Home address confidentiality program data handling regulated.
