Discussion and overview on several MNDOT Bridge projects including the St Croix River Crossing Bridge, Hwy 43 Winona Bridge, Highway 53 relocation and bridge, and Edina Highway 169 Nine Mile Creek proposed bridge.

Overview of each project: location, cost, initial construction schedule time period and what is current projection for completion, and type of project contract (i.e. design build, low bid etc.)

Bidding and selection of contractor process and criteria used to select a contractor for a project and determining who is qualified to bid for projects on the "short list" and how contractors applying for projects are scored/ranked for project selection

How MNDOT selects type of construction process contract for project (i.e. design build, low bid, cost plus, Construction Manager General Contractor (CMGC), etc. and what the benefits of each type of contract method are.

How MNDOT "Best Value" procurement process affects project selection and costs

Process to select a design for a bridge and what process was used for these projects including public participation in design selection process
Issues/delays/cost overruns which have arisen on these projects under construction and why and what additional time and cost is needed to address issues to complete the project over initial timetable. Is there any Correlation between contract type and schedule delays or cost overruns.

Pending referral from floor: HF3325 (Hamilton) Autonomous vehicles task force and demonstration project to serve mobility needs of people with disabilities established, support for task force provided, terms defined, and money appropriated.

Pending referral from Veterans Division: HF2624 (Newton) Military personnel on active duty outside Minnesota retaking of failed road test before termination of practice period allowed.

Pending referral from Mining and Outdoor Recreation: HF3339 (Ecklund) Lifetime game and fish license information placement on a driver's license or Minnesota identification card authorized. ADDED TO AGENDA

The following two bills have been added from Monday April 4th agenda:
HF3723 (Drazkowski) temporary use of right-of-way permit requirements modified -this bill was heard and laid over for further discussion today
HF1780 (Bernardy) Transportation commissioner required to develop a performance, stewardship, and sustainability plan for the trunk highway system

Bills Added:
HF3652 (Backer) - Trunk Highway 28 segment designated as Staff Sergeant Kevin Witte Memorial Highway.
HF0963 (Kiel) - Railroad crossing rights-of-way by utilities requirements established, and money appropriated.
HF3698 (Hornstein) - Rail transportation governed; rail inspection requirements amended; railroads transporting oil, ethanol, and other hazardous substances requirements established; and technical changes made.
HF2690 (Kelly) - Ignition interlock required for repeat offenders in order to reinstate driving privileges, and ignition interlock program limited to alcohol related offenses.
HF3723 (Drazkowski) - Temporary use of rights-of-way permit requirements modified.
HF1780 (Bernardy) - Transportation commissioner required to develop a performance, stewardship, and sustainability plan for the trunk highway system; and performance reports, assessment of the department's organizational structure, and achievement of performance targets required.

In its place we have added:
